UK Border Agency — Country of Origin Information (COI) Report: Kuwait (29 March 2011)

Issued 29 March 2011 by the UK Border Agency's Country of Origin Information Service (the CPIN series' direct predecessor) — the earliest primary UK government document in this collection, and the closest in time to the events later assessed in the NM (2013) UKUT country guidance case. Its dedicated Bidun section (paragraphs 19.09-19.38) documents the same factual architecture later formalised in NM: the distinction between 'documented' Bidun (registered with the Executive Committee for Illegal Residents (ECIR) by June 2000) and 'undocumented' Bidun (who were not), with a materially different set of rights attaching to each.

Also records: population estimates of 90,000-120,000 at the time; the June 2000 ECIR registration deadline itself, after which around 5,000 people registered in the following twelve months; that in 2009 the government granted citizenship to no Bidoon, having granted it to 573 in 2008, against more than 80,000 pending citizenship requests at that year's end; the Article 17 travel document system — temporary passports which the report notes do not confer nationality on the holder, and which HRW's 2011 World Report (also cited in this same section) described as issued 'at its discretion, mostly valid for only one journey'; and, in its final entry on the topic, a Bidoon protest of 11 March 2011 in Jahra, Sulabiya and Al-Ahmadi met, per a Refugees International field account quoted directly, with 'a burst of armored vehicles, shots of tear gas, brutal beatings, and a large number of arbitrary arrests.'

USE IN A REPORT: the standard baseline for showing whether Home Office country evidence has genuinely moved between 2011 and the current CPIN — compare its documented/undocumented framework and 2011 population and citizenship-grant figures directly against the 2021 and 2024 CPIN versions (BRF-FC2B4789, BRF-E717C1EE) and the NM (2013) country guidance itself (BRF-56390195).

The earliest primary UK government source in this record — valuable specifically as a fixed 2011 baseline, not as current guidance (it pre-dates NM (2013) by over two years and has since been superseded twice over by the CPIN series). Its main use is comparative: measuring how much, if at all, the underlying facts and the government's own characterisation of them have changed since.
