Summary
I. PREFATORY STATEMENT

This document sets out, in consolidated and documentary form, the ongoing administrative and legal campaign pursued by the State of Kuwait to revoke the citizenship of a substantial number of its own nationals, a campaign that has proceeded without genuine interruption since 4 March 2024 and continues as of the date of this report. It draws upon three tiers of documentation: the statutory framework invoked to justify each revocation; the institutional and procedural architecture by which such decisions are made, announced, or deliberately withheld from announcement; and the numerical record disclosed through two official channels — the Official Gazette and the Kuwait News Agency (KUNA) — set against testimony originating from within the very bodies responsible for these decisions. Where the underlying source material itself contains an internal inconsistency or ambiguity, this report records that inconsistency candidly rather than silently resolving or omitting it, consistent with an evidentiary standard that treats no cited fact as disposable.

For analytical clarity, this report adopts the umbrella term "denationalization" to describe the four distinct statutory mechanisms Kuwaiti authorities employ (withdrawal, forfeiture, loss, and derivative withdrawal, discussed in Part II below), on the footing that whatever the particular statutory ground invoked, the practical consequence to the individual concerned is identical: the definitive termination of Kuwaiti nationality and of the civil and legal status that attaches to it.

II. THE STATUTORY FRAMEWORK: FOUR DESIGNATIONS, ONE OUTCOME

Kuwaiti Nationality Law No. 15 of 1959, as amended, distinguishes between four legally separate mechanisms by which Kuwaiti nationality may be terminated, each grounded in a different statutory article and bearing a different official designation — yet converging, without exception, on the same substantive result: the definitive loss of citizenship by the person concerned.

The first mechanism is withdrawal (sahb), provided for under Article 13, which applies where it is established that the holder of Kuwaiti nationality obtained it through improper means, or has committed an act warranting withdrawal, such as the holding of dual nationality or the falsification of the underlying application file.

The second is forfeiture (isqat), likewise grounded in Article 13 but reserved for graver conduct, such as service in the interest of a foreign state or membership in an organization hostile to Kuwait. Forfeiture is effected directly by Amiri Decree and constitutes the most severe of the four instruments.

The third is loss (fuqdan), provided for under Articles 10 and 11, and is distinguished from the other three mechanisms by operating automatically, by force of law, without any administrative decision or decree specifically issued to effect it — as where a person acquires the nationality of another state — with the resulting loss merely recorded, after the fact, as a matter of administrative record rather than adjudicated afresh.

The fourth is derivative withdrawal (sahb al-tabi'yya), grounded in Article 8, and differs from the preceding three in that it is not directed at the primary holder of the nationality at all, but at the spouse and children who derived their own Kuwaiti nationality through the head of the family. Where that head of household's nationality is withdrawn or forfeited, the derivative nationality of the dependants falls with it, or is separately withdrawn by a decision addressed specifically to them.

Notwithstanding this proliferation of designations, statutory grounds, and procedures, the lived reality recognizes no such distinction: the citizen who loses nationality, and the public that follows the resulting statistics, experience one and the same outcome, irrespective of which of these four provisions was invoked in a given case.

III. INSTITUTIONAL RESPONSIBILITY: THE OFFICIALS WHO ISSUE THESE DECISIONS

Authority to issue denationalization decisions is vested in a specific institutional architecture, most recently reconstituted by Amiri Decree No. 33 of 2026, which reorganized the Supreme Committee for the Verification of Kuwaiti Nationality. Responsibility is distributed as follows.

His Highness Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, the seventeenth Amir of the State of Kuwait, is the constitutional source of the Amiri Decrees by which Kuwaiti nationality is forfeited, being the authority whose signature confers final executive effect on decisions originating with the Supreme Committee and the Council of Ministers.

Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister since 15 April 2024, heads the government responsible for implementing the Supreme Committee's decisions, and it is through his Cabinet that the governmental resolutions published in the Official Gazette are issued.

Sheikh Fahad Al-Yousef Al-Sabah, First Deputy Prime Minister and Minister of the Interior, chairs the Supreme Committee for the Verification of Kuwaiti Nationality and issues the withdrawal and loss decisions published in the Official Gazette. He is also the official who has repeatedly and publicly confirmed the deliberate policy, discussed in Part V below, of withholding case numbers from certain classes of decision.

Sheikha Shurida Abdullah Saad Al-Muwaishir, Deputy Prime Minister and Minister of State for Cabinet Affairs, sits as a member of the Supreme Committee.

Dr Nader Al-Jallal, Minister of Higher Education and Scientific Research, sits as a member of the Supreme Committee.

Sheikh Feras Saud Al-Malik Al-Sabah, Secretary-General of the Council of Ministers, sits as a member of the Supreme Committee.

This account of institutional responsibility is drawn from Amiri Decree No. 33 of 2026, official statements of the Kuwaiti Council of Ministers, and reporting by the Kuwait News Agency (KUNA).

IV. THE DECISION-MAKING PROCESS: THREE STAGES OF ISSUANCE, FOUR PATTERNS OF DISCLOSURE

Every documented denationalization decision passes, without exception, through three sequential stages. At the first stage, the point of origin, the Supreme Committee for the Verification of Nationality, chaired by Minister of the Interior Sheikh Fahad Al-Yousef Al-Sabah, prepares a draft decision listing the citizens proposed for denationalization and refers it to the Council of Ministers. At the second stage, the point of transmission, the Council of Ministers, chaired by Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, receives that draft, issues its own governmental resolution upon it, and forwards the matter to the Amiri Diwan for ratification and issuance as a decree. At the third stage, the point of legal effect, the Amiri Diwan, acting through Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, issues the decree, which thereupon takes legal effect and is referred to the Official Gazette for publication.

Once a decision has taken effect, it reaches the public through one of four distinct patterns, each carrying a markedly different degree of transparency. The first pattern is partial disclosure by way of Amiri Decree published in the Official Gazette, documented across 132 decrees. Publication under this pattern discloses full names and precise numbers, but exclusively in respect of heads of household; it discloses nothing whatsoever concerning dependants, who, together with the principal denationalized individuals, are estimated by internal sources to exceed 250,000 persons in aggregate. The statutory basis is Article 13 and Decree No. 15 of 1959.

The second pattern is partial disclosure by way of governmental resolution published in the Official Gazette, documented across 100 resolutions. It comprises Cabinet resolutions and Supreme Committee decisions disclosing names and numbers of heads of household only, again omitting dependants; its case volume is comparatively smaller within the overall body of disclosures. The statutory basis is Article 21 bis and Decree No. 116 of 2024.

The third pattern is incomplete disclosure by way of Committee notice carried by KUNA, disclosing aggregate numbers only. Documented across 27 notices, this pattern accounts for the single largest aggregate case count within the entire public record, yet the persons comprised within it were, as a rule, wholly unaware that they had been included in any such list prior to the notice's publication — no names are ever disclosed. The Minister of the Interior, Sheikh Fahad Al-Yousef, has stated that the withholding of names under this pattern is deliberate, intended to avoid provoking public reaction. The statutory basis is Articles 8 and 11 bis.

The fourth pattern is non-disclosure by way of Committee notice carried by KUNA, disclosing neither names nor numbers. This is the most recent pattern to emerge, dating from 19 June 2025, and the least transparent of the four: it consists of a bare notice that a Committee decision has been issued, without any accompanying figure or name. Under this pattern, there is no means by which an affected individual can learn of the loss of citizenship except after the fact — typically upon discovering that their government transactions have been suspended through the "Sahel" e-government application, or upon later finding their own name within a subsequent decree.

V. LIMITATIONS ON THE AVAILABLE INFORMATION: SIX DOCUMENTED DEFICIENCIES

In the interest of transparency as to its own method, this report sets out six specific deficiencies encountered in the course of monitoring and documenting these decisions. None of these deficiencies arises from any shortfall in the diligence of this compilation; each arises, rather, from the design of the official information architecture itself, which operates to obscure the true numbers and identities involved.

First, although every denationalization decision passes through three official stages of issuance — the Supreme Committee, the Council of Ministers, and the Amiri Diwan — not one of those three stages discloses the true aggregate figures. The names that appear in the Official Gazette are confined to heads of household; the dependants, who together with the principal individuals are estimated by internal sources to exceed 250,000 persons, receive no disclosure at any stage.

Second, eighteen decisions have been issued without any accompanying number or name since 19 June 2025, under the newly emergent pattern by which KUNA confines itself to announcing the bare fact that a Committee decision has issued. The Minister of the Interior, Sheikh Fahad Al-Yousef, has repeatedly stated that this non-disclosure is deliberate and intended to forestall public reaction.

Third, the Official Gazette of the State of Kuwait is, by design, structurally closed to outside access, notwithstanding that its contents bear directly upon the fate of hundreds of thousands of individuals: access to its figures and particulars requires registration by civil identification number together with official supporting documentation, and certain of its portals are reserved exclusively for specified government bodies, such as the Amiri Diwan and particular ministries. Documented screenshots from the "Al-Kuwait Al-Yawm — Official Gazette" portal furnish visual evidence of these restrictions.

Fourth, there exists a genuine disparity in the degree of disclosure between the official channels themselves: the Official Gazette publishes names, KUNA publishes aggregate numbers, yet the two sets of figures neither correspond nor reconcile with one another, and no unified official database or single authoritative reference exists to consolidate them.

Fifth, statements made by officials themselves, on separate occasions, have exceeded — without any corresponding reflection in the official published channels — what has been formally disclosed. On 10 August 2024, Minister of the Interior Sheikh Fahad Al-Yousef announced the denationalization of 850 individuals. On 9 August 2025, he spoke of a figure approaching 50,000 cases. On 26 April 2026, a member of the Fatwa and Legislation Department confirmed to a source within that same department that the cumulative total, inclusive of dependants, had reached 230,000. Each of these figures substantially exceeds the sum of all publicly disclosed notices, and none of them appears in either the Official Gazette or KUNA's own reporting.

Sixth, the fourth disclosure pattern — bare notices lacking any number or name — means, as a practical matter, that an affected citizen typically has no means of learning that their citizenship has been withdrawn except when their government transactions are subsequently suspended through the "Sahel" e-government application, or when their name is later found within a published decree. Direct official notification of denationalization is, on this record, the exception rather than the rule.

In this connection, this report records a statement attributed to Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, the seventeenth Amir of the State of Kuwait: "We seek to hand Kuwait over to its true people, clean and free of impurities."

VI. TWO DOCUMENTED PEAKS: APRIL 2026

Among the publicly disclosed notices issued during 2026, two closely spaced dates in April stand out for having recorded the highest publicly announced case figures to date. The first peak occurred on 13 April 2026, when 2,183 cases were disclosed across three Amiri Decrees issued in immediate succession within the Official Gazette, separated by only a few lines of text, at an average of approximately 728 cases per decree. This constitutes the single largest disclosed batch documented across the entirety of the campaign to date. An internal source estimates that this batch, if dependants are included, affects approximately 36,000 Kuwaiti nationals.

The second peak occurred thirteen days later, on 26 April 2026, when 1,266 cases were disclosed across six decrees issued on a single day, at an average of approximately 211 cases per decree. An internal source estimates that this batch, with dependants included, affects approximately 14,000 Kuwaiti nationals. This report observes that it is the velocity separating the two peaks — a mere thirteen days — that constitutes the more significant indicator, rather than the magnitude of either individually. The two peaks together account for 3,449 publicly disclosed cases, rising, on the internal source's estimate inclusive of dependants, to approximately 50,000 Kuwaiti nationals.

VII. THE GAP BETWEEN THE DISCLOSED AND THE ACTUAL

The figure publicly disclosed through the Official Gazette and KUNA combined represents, on the methodology adopted in this report, a floor rather than a ceiling on the true number of cases. The differential between that disclosed floor and the estimate furnished by internal sources — including the Fatwa and Legislation Department's confirmation of a cumulative total of 230,000 inclusive of dependants — indicates an approximate ratio whereby, for every single name that appears in the public record, at least three further individuals remain unidentified and unaccounted for in any official publication.

VIII. DISTRIBUTION OF CASES BY STATUTORY ARTICLE

The compiled data records the distribution of publicly disclosed cases across the following statutory provisions, ranked in descending order of the case volume recorded under each: Article 8 (foreign wives of Kuwaiti nationals), the single largest category in the entire public record at 31,610 cases; Article 21 bis (Cabinet resolution, cases of forgery and dual nationality); Article 5 (naturalization on account of meritorious service); Article 1 (citizenship by original settlement); Article 13 (withdrawal from naturalized citizens for fraud and disloyalty); Article 7 (derivative nationality through marriage); Article 11 (offences against honour); Article 2 (citizenship by descent); cases citing no specific article in the decision; Article 10 (loss of nationality); and, finally, cases attaching no statutory article whatsoever to the decision.

IX. STATUTORY DEFINITIONS OF THE REFERENCED ARTICLES

Article 1 (citizenship by original settlement) covers persons who were resident in Kuwait prior to 1920 and maintained continuous marriage and residence therein. Article 2 (citizenship by descent) applies to those born to a Kuwaiti father, and is, in practical terms, the most stable of the Law's provisions. Article 5 (naturalization on account of meritorious service) is granted to those who have rendered exceptional service to Kuwait; files granted under this provision are today subject to renewed review. Article 7 (derivative nationality through marriage) provides that a foreign woman married to a Kuwaiti national acquires nationality subject to specified conditions, and loses it upon the dissolution of the marital bond. Article 8 (foreign wives of Kuwaiti nationals) is the largest category in the public record, at 31,610 cases; nationality is withdrawn upon divorce, or in certain cases upon widowhood. Articles 10 and 11 (loss of nationality) operate automatically upon the acquisition of another nationality, or upon the commission of offences against honour. Article 13 (withdrawal and forfeiture) governs withdrawal in cases of forgery or dual nationality, and forfeiture for graver conduct such as service to a hostile state, effected by Amiri Decree. Article 21 bis (Cabinet resolution), introduced in 2024, confers upon the Council of Ministers the authority to denationalize directly, without recourse to a decree. The overarching statutory basis for the foregoing is Kuwaiti Nationality Law No. 15 of 1959, as amended; Decree No. 116 of 2024; and Amiri Decree No. 33 of 2026.

X. METHODOLOGY

Sources and Method. This report relies exclusively upon notices published in the Official Gazette of the State of Kuwait and by the Kuwait News Agency (KUNA) for all publicly disclosed figures, treating the Official Gazette as the primary reference and KUNA as a supplementary source for notices not otherwise carried in the Gazette. Internal sources — comprising testimony originating from within the Supreme Committee and the Fatwa and Legislation Department — are presented in a wholly separate section (Parts V and VII above) and are never merged into the public aggregate; they are invariably cited together with their full context. Each disclosed notice is classified under one of three channels: Amiri Decree in the Gazette, governmental resolution in the Gazette, or KUNA notice (with or without numbers). The chronological record has been maintained without interruption since 4 March 2024, save for a suspension of all notices during the recent regional war in March 2026.

Limits and Constraints. The eighteen decisions issued via KUNA without numbers since 19 June 2025 are recorded as documented notices without any estimated figure; no arbitrary estimate is substituted for the missing number, and the resulting gap is instead flagged as such. Dependant figures — spouses and children — are never published in any official notice, notwithstanding that internal sources place them in excess of 250,000; every figure that does appear in the Gazette concerns heads of household exclusively. The cumulative total of 72,730 publicly recorded cases accordingly represents a floor for the publicly disclosed cases, not a ceiling and not an estimate of the underlying reality; the true figure is, on this record, certainly higher, but establishing it with precision would require access to the Supreme Committee's own internal records, which are not publicly available.

Daily Audit. The Official Gazette and the Kuwait News Agency (KUNA) are reviewed on every working day; each notice is logged with its own date, its original source, and a link to that source where one is available.

Double Verification. Every figure is checked against two sources: the original notice's own text and the corresponding KUNA or Gazette announcement of it; any discrepancy between the two is recorded in a footnote to that notice rather than silently resolved one way or the other.

Public Correction. Where any figure or notice published in this report is subsequently found to be in error, it will be corrected immediately, with the correction expressly noted in this report's own revision record; no previously published figure will be silently deleted or superseded without an accompanying notice of the change.

Internal Testimony. Internal testimony is recorded in its full text and with its date of receipt, and is presented in a section wholly separate from the public aggregate; it is never merged into the disclosed total of cases, but it is this testimony alone that reveals the true scale of the gap between what is officially disclosed and what has, in fact, occurred.

XI. A NOTE ON AN INTERNAL NUMERICAL DISCREPANCY (156 AND 167)

Consistent with the principle that no fact recorded in the underlying source material is to be omitted, this report notes that its source material itself contains two divergent figures for the number of entries in the detailed chronological register: one heading states that the detailed register comprises 156 documented notices, with names and figures, out of an overall official aggregate of 277 notices — the difference of 121 notices representing monthly aggregate figures published by KUNA or the Gazette without itemization of each individual notice, which appear in the overall published aggregate but not as separate rows in the detailed register — while a separate classification within the same source material states an aggregate of 167 entries, broken down as 51 Decrees, 98 Resolutions, and 18 without-number notices, which together in fact total 167. The chronological register appended to this report below comprises the full 167 rows, which this report has adopted as its working total, while recording this numerical discrepancy in the underlying source material without purporting to resolve it.
